Creation of FRAMIDE: Strengthened control. Foreign labor: strengthened controls with the creation of FRAMIDE to automate data processing.
In short:
- Management of the application procedures for foreigner work permits.
- Receipt of temporary assignment declarations for workers whose employer is established outside of France.
On March 3, 2009, FRAMIDE (France migration détachement) was created by order. FRAMIDE is an automated data processing system for foreign labor set up at the Services Administration and Modernization Branch in the Ministry of Labor. This automation is intended to provide strengthened control of foreign labor.

- Work permit applications
The data collected concern:
- The employer, the host company or the employer’s co-contracting partner: SIRET, SIREN, contact information in France and/or abroad, date of creation, workforce, bank references, legal representative, registrations with social contribution and tax collection agencies, work permit application number, etc.
- The foreign worker: name, civil status, contact information, residence permit number and expiration date, numbers of previous work permits, type of employment contract, ROME code, collective bargaining agreement, work week, compensation, type and amount of benefits, social protection system, etc.
- Receipt of temporary assignment declarations
The data are collected just as precisely and according to different scenarios depending on whether the worker is – or is not – being temporarily assigned as part of a mobility program within a large corporation or by a temporary employment agency.
- Who has access to this data?
Employers and host companies have access to their data, whether concerning work permit applications or temporary assignment declarations.
The data is also intended for:
- The departmental labor administration agents responsible for handling applications, police and oversight ministry agents, agents dealing with formal complaints to a higher authority concerning work permits,
- Labor inspectors
The right to access and rectify data may be exercised with the Services Administration and Modernization Branch in the Ministry of Labor. |
